3、andardimpliesaconsensusofthosesubstantiallyconcernedwithitsscopeandStandardprovisions.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsReview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplemajority,but
4、notnecessarilyunanimity.Consensusrequiresthatallviewsandobjectionsbeconsidered,andthataconcertedeffortbemadetowardtheirresolution.TheexistenceofanAmericanNationalStandarddoesnotinanyrespectprecludeanyone,whethers/hehasapprovedthestandardornot,frommanufacturing,marketing,purchasing,orusing
5、products,processes,orproceduresnotconformingtothestandards.Itisintendedasaguidetoaidthemanufacturer,theconsumer,andthegeneralpublic.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalStandard.Moreover,nopersonshallh
6、avetherightorauthoritytoissueaninterpretationofanAmericanNationalStandardinthenameoftheAmericanNationalStandardsInstitute.RequestsforinterpretationsshouldbeaddressedtotheCommitteeSecretariatreferredtoonthetitlepage.CAUTIONNOTICE:ThisAmericanNationalStandardmayberevisedorwithdrawnatanytime
