3、lStandardimpliesaconsensusofthosesubstantiallyStandardconcernedwithitsscopeandprovisions.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsReview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplema
4、jority,butnotnecessarilyunanimity.Consensusrequiresthatallviewsandobjectionsbeconsidered,andthataconcertedeffortbemadetowardtheirresolution.TheexistenceofanAmericanNationalStandarddoesnotinanyrespectprecludeanyone,whethers/hehasapprovedthestandardornot,frommanufacturing,marketing,p
5、urchasing,orusingproducts,processes,orproceduresnotconformingtothestandards.Itisintendedasaguidetoaidthemanufacturer,theconsumer,andthegeneralpublic.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalStandard
6、.Moreover,nopersonshallhavetherightorauthoritytoissueaninterpretationofanAmericanNationalStandardinthenameoftheAmericanNationalStandardsInstitute.RequestsforinterpretationsshouldbeaddressedtotheCommitteeSecretariatreferredtoonthetitlepage.CAUTIONNOTICE:ThisAmericanNationalStandardm
