3、iallyStandardconcernedwithitsscopeandprovisions.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsReview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplemajority,butnotnecessarilyunanimity.Consensusrequiresthat
4、allviewsandobjectionsbeconsidered,andthataconcertedeffortbemadetowardtheirresolution.TheexistenceofanAmericanNationalStandarddoesnotinanyrespectprecludeanyone,whethers/hehasapprovedthestandardornot,frommanufacturing,marketing,purchasing,orusingproducts,processes,orproceduresnotconformingtothesta
5、ndards.Itisintendedasaguidetoaidthemanufacturer,theconsumer,andthegeneralpublic.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalStandard.Moreover,nopersonshallhavetherightorauthoritytoissueaninterpretationofanAmericanNa
