1、RegionalAutonomyforEthnicMinoritiesinChinaThePeople'sRepublicofChinaisaunitedmulti-ethniccountry.Sofar,56ethnicgroupshavebeenidentifiedandrecognizedbythecentralgovernment.Thepopulationofvariousethnicgroupsdiffersgreatly.WhiletheHanethnicgrouphasthelargestpopulation,thatof
2、theother55ethnicgroupsisrelativelysmall,sotheyarecustomarilyreferredtoas"ethnicminorities."Accordingtothefifthnationalcensus,conductedin2000,thepopulationofallthe55ethnicminoritygroupstotaled104.49million,accountingfor8.41percentofthetotalpopulationofChina.Peopleofallethn
3、icgroupsinChinahavemadeimportantcontributionstothecreationofaunifiedmulti-ethniccountryandthecreationofthetime-honoredChinesecivilization,aswellasChinesehistoricalprogress. RegionalautonomyforethnicminoritiesinChinameansthat,undertheunifiedleadershipofthestate,regional
4、autonomyispracticedinareaswherepeopleofethnicminoritiesliveincompactcommunities.Intheseareas,organsofself-governmentareestablishedfortheexerciseofautonomy.Theimplementationofthispolicyiscriticaltoenhancingtherelationshipofequality,unityandmutualassistanceamongdifferenteth
5、nicgroups,toupholdingnationalunification,andtoacceleratingthedevelopmentofplaceswhereregionalautonomyispracticedandpromotingtheirprogress.I.AUnifiedMulti-EthnicState,andRegionalAutonomyforEthnicMinorities Sinceitsfoundingin1921,theCommunistPartyofChina(CPC)hasmadeactiv
6、eeffortstosolveChina'sethnicproblems.Itsuccessfullyformulatedandimplementedpoliciesconcerningethnicminorities,andunitedandledthepeopleofallethnicgroupstowinthefinalvictoryoftheNewDemocraticRevolution.ThefirstsessionoftheChinesePeople'sPoliticalConsultativeConference(CPPCC
7、)wasconvenedinSeptember1949,ontheeveofthefoundingofthePeople'sRepublicofChina.AtthesuggestionoftheCPC,deputiesofdifferentethnicgroupsandpoliticalpartiesheldconsultations,anddecidedtoproclaimtheestablishmentofthePeople'sRepublicofChinaasaunitedmulti-ethnicstate.Theconferen
8、cealsoadoptedtheCommonProgramoftheCPPCC,whichactuallyservedasaprovisionalconstitutionofthenewrep
