3、eorderlytransferofauthorityascalledforintheConstitutionroutinelytakesplaceasithasforalmosttwocenturiesandfewofusstoptothinkhowuniquewereallyare.Intheeyesofmanyintheworld,thisevery-four-yearceremonyweacceptasnormalisnothinglessthanamiracle. Mr.President,
4、Iwantourfellowcitizenstoknowhowmuchyoudidtocarryonthistradition.Byyourgraciouscooperationinthetransitionprocessyouhaveshownawatchingworldthatweareaunitedpeoplepledgedtomaintainingapoliticalsystemwhichguaranteesindividuallibertytoagreaterdegreethananyothe
5、r.AndIthankyouandyourpeopleforallyourhelpinmaintainingthecontinuitywhichisthebulwarkofourrepublic. Thebusinessofournationgoesforward. TheseUnitedStatesareconfrontedwithaneconomicafflictionofgreatproportions.Wesufferfromthelongestandoneoftheworstsustain
6、edinflationsinournationalhistory.Itdistortsoureconomicdecisions,penalizesthrift,andcrushesthestrugglingyoungandthefixed-incomeelderlyalike.Itthreatenstoshatterthelivesofmillionsofourpeople.Idleindustrieshavecastworkersintounemployment,humanmiseryandperso
7、nalindignity. Thosewhodoworkaredeniedafairreturnfortheirlaborbyataxsystemwhichpenalizessuccessfulachievementandkeepsusfrommaintainingfullproductivity.Butgreatasourtaxburdenis,ithasnotkeptpacewithpublicspending.Fordecadeswehavepileddeficitupondeficit,mor
