2、ident:WHATpatrioticpurposeistobeaccomplishedbythisExpungingresolution?Whatnewhonororfreshlaurelswillitwinforourcommoncountry?IsthepoweroftheSenatesovastthatitoughttobecircumscribed,andthatofthePresidentsorestrictedthatitoughttobeextended?WhatpowerhastheSenate?None,separately.Itcanonlyact
3、jointlywiththeotherHouse,orjointlywiththeExecutive.AndalthoughthetheoryoftheConstitutionsupposes,whenconsultedbyhim,itmayfreelygiveanaffirmativeornegativeresponse,accordingtothepractice,asitnowexists,ithaslostthefacultyofpronouncingthenegativemonosylllable.WhentheSenateexpressesitsdelibe
4、ratejudgment,intheformofresolution,thatresolutionhasnocompulsoryforce,butappealsonlytothedispassionateintelligence,thecalmreason,andthesoberjudgment,ofthecommunity.TheSenatehasnoarmy,nonavy,nopatronage,nolucrativeoffices,noglitteringhonors,tobestow.Aroundusthereisnoswarmofgreedyexpectant
5、s,renderingushomage,anticipatingourwishes,andreadytoexecuteourcommands.HowisitwiththePresident?Ishepowerless?HeisfeltfromoneextremitytotheotherofthisvastRepublic.Bymeansofprincipleswhichhehasintroduced,andinnovationswhichhehasmadeinourinstitutions,alas!buttoomuchcountenancedbyCongressand
6、aconfidingpeople,heexercises,uncontrolled,thepoweroftheState.Inonehandheholdsthepurse,andintheotherbrandishestheswordofthecountry.Myriadsofdependantsandpartisans,scatteredovertheland,areeverreadytosinghosannastohim,andtolaudtotheskieswhateverhedoes.Hehassweptoverthegovernment,duringthela
7、steightyears,likeatropicaltornado.Everydepartmentexhibitstracesoftheravagesofthestorm.TakeasoneexampletheBankoftheUnitedStates.Noinstitutioncouldhavebeenmorepopularwiththepeople,withCongress,andwithStateLegislatures.Noneeverbetterfulfilledthegreatpurposesofitsestablishmen
