3、opmenthasen-thedevelopmentofanIRandthepresenceofahancedeaseofaccesstoresearchinformationtoanunprece-denteddegree.However,costsassociatedwithconvenienceofWebsitededicatedtothereformoftraditionalaccesshavehadasignificantimpactontheacquisitionbudgetsscholarlycommunicationisalsoe
4、xplored.Theofmostacademiclibraries.Asaconsequence,librarianshaveimplicationsforthedevelopmentofinstitutionalengagedinaseriesofdialogueswiththeresearchcommunitytoreexaminethetraditionalprocessofscholarlycommunicationinrepositoriesarehighlighted.thedigitalinformationenvironment

6、servingdigitalIRcontent.ThesecondmajorchangeisthedevelopmentofInternettechnology,whichincreasinglypermits,indeed,encourages,thedemocratizationofknowledge.Infulfillingtheirtraditionalroleascollectors,organizers,preservers,anddisseminatorsofin-formation,librariesnowhaveattheird
7、isposalthemeanstomakeknowledgewidelyandcheaplyavailable.Inasense,alibrarycannowtransformitselfintoapublishingandarchivalinsti-tutionbycreatingmechanismswherebyinformationcanbecol-lected,organized,preserved,andbroadlydisseminatedoutsidetheconfinesofthetraditionalpublicationfor
