1、摘要随着我国住房领域的市场化改革，住宅市场供需结构失衡、房价收入比扩大等问题日益显现，中低收入家庭的住房问题相当突出。公共住房建设是政府解决中低收入家庭住房问题的重要手段。但是由于供求极度不平衡，单依靠地方政府财政支持的公共住房建设发展长期停滞不前，因此，寻找一种符合各方利益的可操作的建设模式是我们面临的一个紧迫的问题。近年来在世界各国得到广泛应用的公私合作制（Public-Private-Partnership,PPP），将私人部门的资金、技术和管理引入基础设施领域，能够有效缓解政府财政压力同时增加公共产品与服务的供给量。将该模式引入我国公共住房领域有

2、着重要的现实意义。本文应用比较分析方法研究了典型国家与地区公共住房建设以及采用公私合作模式建设公共住房的发展历程；在此基础上应用公共物品理论与基础设施区分理论对我国公共住房建设应用PPP模式的必要性与可行性进行了分析，论证了研究可行性；对我国公共住房PPP项目的体系框架、具体操作模式、运行、组织、风险分担和完善措施进行了分析；应用模糊数学及群决策理论建立了公共住房PPP项目私人合作伙伴优选决策模型；应用博弈论建立了公共住房PPP项目的激励机制和监管机制的博弈模型，通过模型分析提出了合理化的建议。论文的研究为PPP模式在我国公共住房建设中的应用提出了很好的政
