2、ivesessionoftheprovincialpeople'sGovernmentinFebruary23,2004.TheyareherebypromulgatedandwillcomeintoforceonMarch1,2004GovernorLuoQingquanTwoMarch1st,fourProvisionalMeasuresforwaterpricemanagementofwaterconservancyprojectsinHubeiChapter1GeneralProvisionsArticle1inordertop
3、erfectthewaterconservancyengineeringwaterpriceformationmechanism,regulatethepriceofwatermanagement,forthemaintenanceofwater(row)operatorsandthelegitimaterightsandinterestsofthebeneficiaryhouseholds,accordingtothe"People'sRepublicofChinapricelaw","People'sRepublicofChinaw
4、aterlaw"andotherlawsandregulations,combinedwiththeactualsituationofthisprovince,theenactmentofthisapproach.Thesesecondmeasuresareapplicabletothewatersupplyanddischargepricemanagementofwaterconservancyprojectswithintheprovince.Thepriceofwatersupplyinthewaterconservancypro
5、jectmentionedinthepresentMeasuresreferstothenaturalwaterpricethatthewatersupplyoperatorsselltotheusersthroughthewaterconservancyfacilitiessuchasblocking,storing,guidingandlifting.ThedischargepriceofwaterconservancyprojectasmentionedinthepresentMeasuresreferstothepricetha
6、tthedrainageoperatordischargesthewater(waterlogging)fromtheinlandareaofthedrainagebenefitarea,aswellastheproductionandlivingwastewaterdischargedthroughthewaterconservancyfacilities.Thirdwaterprojectsforthewaterpriceoftheimplementationofgovernmentpricingandgovernmentguida
7、nceprice.Thepriceofwatersupplyforprivatewaterconservancyprojectswillberegulatedbythegovernment,andthepriceofwatersupplyforotherwaterprojectswillbepricedbythegovernment.Fourthwaterconservancyprojectsfor(row)waterpriceinaccordancewiththecompensationcost,reasonableprofits,h
8、ighqualityandlowprice,theprincipleoffairburdenformulation,andaccordingtothechangesofsupplyanddemandfor(
