3、eople'sCongress)ChapterIGeneralProvisionsArticle1Thesemeasuresareformulatedinaccordancewiththerelevantlawsandregulations,andinlightoftheactualconditionsofthisMunicipality,inordertoregulatethetransferofstate-ownedpropertyrightsofenterprisesandtostrengthenthesupervision

4、andadministrationofstate-ownedpropertyrightstransactionsinenterprises.Secondthetransferofstate-ownedpropertyrightofanenterpriseshallcomplywiththelawsandregulations,theprinciplesofopenness,fairnessandjustice,topromotetheoptimalallocationofstate-ownedassets,safeguardthe

5、legitimaterightsandinterestsofallpartiesandothercountries.Third,thestate-ownedassetssupervisionandadministrationinstitution,theenterprisesholdingstate-ownedcapital(hereinafterreferredtoasthetransferor)willbeheldbythestate-ownedpropertyrightstransfertodomesticandforeig

6、nlegalpersons,naturalpersonsorotherorganizations(hereinafterreferredtoasthetransferee)theseMeasuresshallapplytotheactivities.State-ownedpropertyrightofenterprisesasmentionedintheseMeasuresreferstothestateoftheenterpriseintotheformationofrightsinvariousforms;thestate-o

7、wnedandstateholdingenterprisesinvestmentformshouldenjoytherightsandinterestsinaccordancewiththelaw;allotherrightsrecognizedasthenational.Thetransferofstate-ownedpropertyrightsofthefourthenterprisesshallbeconductedopenlyintheestablishmentofpropertyrightstradinginstitut
