3、andbasis)Inordertoregulatethemanagementofhotelandhotelpassengerbehavior,safeguardthelegitimateinterestsoftheoperators,andpromotetheorderlydevelopmentofthehotelindustry,accordingtothe"ShanghaitourismOrdinance"andotherrelevantlawsandregulations,withtheact
4、ualcity,theenactmentofthisapproach.Articlesecond(scopeofapplication)TheseMeasuresshallapplytothemanagementofhotelsandtheadministrationoftheirtradeswithintheadministrativeareasofthismunicipality.Third(definitions)Theterm"hotels"asmentionedintheseMeasures
5、referstothepremiseswhereaccommodationisprovidedmainlybymeansofspecialaccommodationfacilitiesandmainlyonthebasisofdailyrates.Fourth(Management)TheMunicipalTourismAdministrationDepartmentisthecompetentdepartmentofthehotelindustryinthisMunicipality,andisre
6、sponsiblefortheorganizationandimplementationofthesemeasures.Thedistrict(county)tourismadministrationdepartmentsshall,inaccordancewiththeprescribedfunctionsandresponsibilities,beresponsiblefortheadministrationofthehotelindustryintheirrespectiveadministra
7、tiveareas,andaccepttheguidanceofthemunicipaltourismadministrationdepartmentsintheirbusiness.Publicsecurity,industryandcommerce,qualitysupervision,developmentandreform,planningandlandresources,commerce,health,environmentalprotection,pricedepartmentsinacc
