4、lationsareapplicabletothedevelopment,utilization,conservation,andmanagementofwaterresourceswithintheadministrativeregionoftheprovinceinsecond.ThewaterresourcesreferredtointhisOrdinanceincludesurfacewaterandgroundwater.Thethirdwaterresourcebelongstothestat
5、e.Implementationofwaterpermitsystemandpaidusesysteminaccordancewiththelaw.Fourthdevelopment,utilization,conservation,protectionofwaterresourcesshouldbecomprehensiveandoverallplanning,tacklingtheproblem,comprehensiveutilization,stressingefficiency,givefull
6、playtothemultiplefunctionsofwaterresources,coordinatethelife,productionandecologicalenvironmentofwater.FifthPeople'sgovernmentsatorabovethecountylevelshouldstrengthenthedevelopment,utilization,conservation,andmanagementofwaterresources,andincorporatethemi
7、ntothenationaleconomicandsocialdevelopmentplanatthecorrespondinglevel.SixthPeople'sgovernmentsatalllevels,aswellasnewspapers,radio,television,Internetandothermedia,shouldstrengthenthepublicityandeducationtoprotectwaterresourcesandsavewater.Thewateradminis
