3、atethecitywatersupply,watermanagement,protectionofcitylifeandproductionwater,toensurethesafetyofwatersupply,watersupply,safeguardthelegitimaterightsandinterestsofboth,accordingtotheStateCouncil"citywatersupplyregulations"andrelevantlawsandregulations,w
4、iththeactualcity,theenactmentofthisordinance.Thesecondregulationappliestotheurbanwatersupply,urbanwateruseandthesupervisionandmanagementoftheadministrativeareaswithinthecity.Theterm"urbanwatersupply"asmentionedintheseRegulationsreferstothebehaviorofwat
5、ersupplyenterprisestoprovideproduction,livingandotherwaterusetotheunitsandindividuals(hereinafterreferredtoasusers)bypublicwatersupplyfacilities.TheurbanwaterusereferredtointheseRegulationsreferstotheuser'sbehaviorofusingurbanwatersupplyaccordingtoprod
6、uctionandlivingneeds.Thirdadministrativedepartmentsofpublicutilitiesareresponsibleforthesupervisionandmanagementofurbanwatersupplyandwateruse.Planning,construction,environmentalprotection,water,sanitation,price,quality,technicalsupervision,realestatean
7、dotherrelevantadministrativedepartmentsareresponsiblefortherelevantworkofwatersupplyandwaterusesupervisionandmanagementinaccordancewiththeirrespectiveresponsibilities.ThefourthmunicipalandCountyPeople'sgovernmentsshouldbringurbanwatersupplyintothenatio
8、naleconomicandsocialdevelopmentplan,andorganizerelevantdepartmentstoformulateurbanwatersupplydevelopmentplanandincorporatethemintotheoverallurbanplanning.Theadministrativedepartmentofpublicutilitiesshouldformulatetheannualconstructionpl
