4、003.August15,2003ChapterIGeneralProvisionsArticle1TheseRegulationsareformulatedinaccordancewiththerelevantlawsandadministrativeregulationsofthewaterlawofthePeople'sRepublicofChina,andinlightoftheactualconditionsoftheprovince.ArticlesecondtheseRegulationsshallbeapplicabletotheexploitati
5、on,utilization,conservation,protectionandmanagementofwaterresourceswithintheadministrativeareaofthisprovince.Theterm"waterresources"asmentionedintheseRegulationsincludessurfacewaterandgroundwater.Thirddevelopment,utilization,conservation,protectionofwaterresourcesshouldbecomprehensivea
6、ndoverallplanning,tacklingtheproblem,comprehensiveutilization,stressingefficiency,givefullplaytothemultiplefunctionsofwaterresources,coordinatethelife,productionandecologicalenvironmentofwater.Fourthlocalgovernmentsabovethecountylevelshallstrengthenthedevelopmentandutilizationofwaterre
7、sources,conservationandprotectionwork,andwillbeincorporatedintotheplanfornationaleconomicandsocialdevelopment,increasingfinancialinvestment,strengthentheconstructionofwaterprojects,promotetheimprovementofwaterenvironment.Fifthdepartmentsofwateradministrationoftheprovincialpeople'sgov
