3、eteorologicallaw","People'sRepublicofChinaadministrativelicensinglaw"andotherlawsoftherelevantprovisions,combinedwiththeactualmeteorologicalwork,formulated.ArticlesecondintheterritoryofthePeople'sRepublicofChinaandotherseaareasunderthejurisdictionofthePeo
4、ple'sRepublicofChina,theimplementationandbusinessuseofmeteorologicalspecialtechnicalequipmentshallbeobservedinaccordancewiththesemeasures.Meteorologicaloperationsshallnotusemeteorologicalspecialtechnicalequipmentwhichisproducedwithoutpermissionorwrittenof
5、f.Accordingtothemeteorologicalspecialtechnicalequipment,isdevotedtothemeteorologicalobservation,forecast,service,communication,weather,spaceweatherandothermeteorologicalservicemeteorologicalequipment,trackequipment,instrumentandequipmentconsumption.Thirdc
6、ompetentmeteorologicalauthoritiesundertheStateCouncilshallberesponsiblefortheadministrationoftheuseofmeteorologicalspecialtechnicalequipmentandthemanagementofitsbusinessuse.Localcompetentmeteorologicalauthoritiesshallberesponsiblefortheadministrationofthe
7、useofmeteorologicalspecialtechnicalequipmentintheiradministrativeareas.Articlefourththeimplementationofmeteorologicalspecialtechnicalequipmentlicenseshallfollowtheprincipleofopenness,fairnessandimpartiality.Thefifthmeteorologicalspecialtechnicalequipments
