1、对公共管理水运船型标准化分析;1.前言;2010年8月25日,温家宝总理主持召开国务院常务会议,研究部署推进长江等内河水运发展工作。会议提出:力争用10年左右时间,建成畅通、高效、平安、绿色的现代化内河水运体系。其中特别强调:要加快船舶运力结构调整,优化船舶运输组织,提高水运科技与管理水平,构建航道、港口、船舶和支持保障系统协调发展、运转高效W的内河水运体系;要严格执行和逐步提高船舶排放标准,加快淘汰老旧船舶。珠江是我国仅次于长江的水运大动脉,货运量约占全国内河运输的20%,集装箱运量居全国内河运输第一位。笔者从我国推进内河船型标准化现状出发,结合国际国内一些做法,就如何
2、推进珠江干线船型标准化工作中,如何发挥其“公共服务”的应有作用,以实现公共利益最大化,作一些思考和探索。;2.影响珠江船型标准化的相关因素;2.1珠江船型标准化的内涵;所谓标准船型,就是以标准形式公布的船型。内河标准化船型,就是由政府组织开发或政府与民间联合开发并经有关交通主管部门认可公布的内河船型,具有比非标准船型更经济合理、具有竞争力的优势。推进内河船型标准化,是内河航运结构调整的重要内容,其实也是一项“民生工程”,通俗地说就类似城市中的“旧城改造”organizationsystemandworkingmode,theselectionofanumberofmuni
