2、、总结，力求为科学有效地规范农村低保工作、最大限度地发挥政府的职能，以维护社会稳定、促进产业结构调整，深化国有企业改革做出有益积极的探索。但是，农村居民最低生活保障制度还存在着一些需要引起重视的问题。为了更好地落实党中央、国务院的要求，进一步加强农村低保工作，本文从探寻农村居民最低生活保障制度的产生及运行效果入手，分析其面临的挑战及问题。同时根据最低生活保障制度相关理论，介绍了宝鸡市农村贫困状况及原因分析，然后分析了宝鸡市农村最低生活保障制度存在的问题及原因，最后提出了相应的对策，这是本文的重点，包括：建立农村最低生活保障资金筹措长效机制；科学确定保障对象和保障标
