4、issueneedingaglobalsolution,challengeslikethefree-riderproblemmaydiscourageinternationalcooperation.Theeffectsofclimatechangevaryindifferentpartsoftheworld.Butthebenefitsofclimatepoliciesarediffused（散布的）,leadingtosomecountriesnotsharingthecosts,onlyenjoyingthefruitsofothers’efforts.Moreover
