1、AbstractAbstractInfrastructureconstructionplaysagreatroleinthedevelopmentofthenationaleconomy.Overthepast20years,China’stransportationinfrastructurehasmaderapiddevelopment.Bytheendof2013,thetotalmileageofexpresswayexceeded100,000kilometers.Whethereachexpresswayconstructionachievedtheexp

2、ectedinvestmentresults,andtowhatextentitpromotedsocialandeconomicdevelopmentintheprojectarea,toanswerthesequestionsitisimperativetocarryoutperformancemonitoringandimpactevaluationforexpresswayprojects.Intheoreticalanalysis,basedonprojectperformancemonitoringframeworkofmultilateraldevelo

3、pmentinstitutions,theprocessandstepsofperformancemonitoringarediscussedandtheconceptoftheimpactevaluationisdefined.Thestudyputsforwardtheprincipleandmethodtoestablishtheindicatorsystemofprojectperformancemonitoringandmethodsandstepsindesigningandselectingperformanceindicators.Byanalyzin

4、gtheperformanceobjectivesof66expresswayprojectsfinancedbythemultilateraldevelopmentinstitutionsinChina,theindicatorsystemofimpactevaluationforexpresswayisdeveloped.Toobtaindatafortheempiricalresearch,thestudycarriedoutaperformancemonitoringinsocial,economic,andtransportationdevelopmento

5、fthe7countiesalongtheNingxiaTongxintoYanchuanziexpressway,aswellastheseofthe1153villagesalongtheroad.Theperformancemonitoringwasconductedthroughoutthetotalprojectlifecycle.Intheempiricalresearch,(i)inordertoscoreandweightevaluationindicatorsmoreobjectively,thestudyproposedanendogeneticp

6、erformanceevaluationapproachusingDFS-SVMandPrometheeIImethodstogether.TheapproachisemployedtoassessperformanceofthreesectionsoftheTongxitoYanchuanziexpresswayanddeterminetheranking;(ii)toovercomeevaluationdeviationduetooverlookofspatialeffectintraditionalimpactevaluation,thestudybuiltsp
