4、thedesignofAmericanself-government.OurFoundersrejecteddirectdemocracybecauseofconcernsthatfearmightoverwhelmreflectivethought.Buttheycountedheavilyontheabilityofa“well-informedcitizenry”toreasontogetherinwaysthatwouldminimizethedestructiveimpactofillusory,exaggerat
5、ed,orexcessivefears.“Whenamanseriouslyreflectsontheprecariousnessofhumanaffairs,hewillbecomeconvincedthatitisinfinitelywiserandsafertoformaconstitutionofourowninacooldeliberatemanner,whilewehaveitinourpower,”wroteThomasPaineinhislegendarypamphletCommonSense,specifical
6、lywarningthattheFoundersshouldnottaketheriskofwaitinguntilsomefearseizedthepublicimagination,inwhicheventtheirreasoningprocesseswouldbehampered.Nationssucceedorfailanddefinetheiressentialcharacterbythewaytheychallengetheunknownandcopewithfear.Andmuchdependsonthequa
