1、摘要公务员退出制度是在公务员系统内部的不可或缺的成分，公务员退出制度包括退休、辞职、引咎等多种形式。通过这样的制度对公务员进行管理。随着我国大部制改革和人事体制改革的深入和不断推进，公务员退出制度的缺陷与不足也逐渐显著。新中国成立后，公务员队伍进行的多次改革，涉及到机构的精简和人事在一些方面的调整，但仍然有机构臃肿、办事效率低下的现象，其中重要的原因是以公务员为主体的干部退出渠道不畅通。公务员产生了不方便自由进出，能上不能下的现象。而且，目前我国公务员退出制度一方面存在的相关法律不完善，退出制度不能良好落实;另一方面制度缺乏创新性和科学性。健全公务员的退出制度，保持公务员队

2、伍的朝气，促进公务员队伍的推陈出新，保证公务员队伍的致密，是我国深入行政体制的管理层面的改革的重要方面，也是公务员在内容上和制度上的创新的占据的非常重要的一部分。本文旨在优化公务员退出制度，解决政府机构重叠、人员臃肿等问题。充满活力。通过借鉴西方一些发达国家公务员退出制度的改革经验，来建立健全公务员退出制度法律法规。在完善我国公务员退出制度的基础上，深化培养公务员的职业化观念，推广聘任制，建立合理的公务员考核制度，从考核的严谨层面对公务员的选拔进行优化，建立有效的监督制度和一些合理的配套制度，促进公务员退出制度的完善。政府行政工作人员"易进难出、能上难下"是一个长期性的难题
