4、ommunistPartymadetherequestofbuildingasocialistharmonioussociety,andimplementingthescientificdevelopmentconception,inthiscontext,howtoimprovethegovernmentandpublicsector'smanagementlevel,andimprovethepublicsector'sperformance,hasbecomethetoppriorityofgovernment
5、andpublicsectorreform.Asanadvancedperformancemanagementsystemandstrategicmanagementtool,BalancedScorecardhasbeenwidelyusedandhasachievedremarkablesuccess.Manypublicsectorandnon-profitorganizationsalsousethisadvancedmanagementtoolinthemanagementoftheirown,simila
6、rlyhaveachievedcertainresults.ThispaperbeginswithintroducethetheoryoftheBalancedScorecard,andthenanalysistheplightofchina'spublicsectorperformancemanagement.Furtheranalysisthefeasibilityofbalancedscorecardusedintheperformancemanagementofpublicsector.Then,thispa
7、perintroducesthepracticeofQingdaomunicipalgovernmenttousethebalancedscorecardtocreatinghigh-performanceorganizations.Onthebasisoftheaboveanalysis,thispaperexplorestoconstructingtheperformancemanagementsystemofpublicsectorbasedonbalancedscorecard.Finally,thispap
