3、combiningriverbasinmanagementwithadministrativeregionalmanagementofwaterresources.Wateristhebasicresourceforhumansurvivalandeconomicandsocialdevelopment.Itisalsothebasicelementoftheecologicalenvironment.Waterresourcesaredifferentfromland,forest,mineralandotherresou
4、rces.Itisadynamicandrenewableresource.Thebasinisaspecialregionalconceptwithprecipitationasitsorigin,waterstreamasitsbase,riverasitsmainlineandwatershedasitsboundary.Thewaterresourcesformaunifiedbodyinaccordancewiththehydrogeologicalunitofthebasin.Thesurfacewaterand
5、groundwaterchangeeachother.Theupperandlowerreaches,thetributaries,theleftandtherightsides,thewaterquantityandthewaterqualityareinterrelatedandinteractwitheachother.Thisistherequirementofwaterresourcesonlyinaccordancewiththebasindevelopment,utilizationandmanagement,
6、inordertoproperlyhandletheupperandlowerleftandrightbankareaandDepartmentofwaterrelations.AnotherfeatureofITresourcesisitsversatility,waterresourcescanbeusedforirrigation,watersupply,powergeneration,shipping,aquaculture,andhasthedualnatureofinterest.Therefore,theact
7、ivitiesofwaterresourcesdevelopment,utilizationandprotectionoftheneedofunifiedplanning,overallplanning,comprehensiveutilization,inordertomeetinthebasin,waterresourcesplaythegreatesteconomic,socialandenvironmentalbenefits.Atpresent,themanagementofwaterresourceswithba
