3、onsofthewaterlawofthePeople'sRepublicofChinaandtherelevantlawsandregulations,andinlightoftheactualsituationofthecity,Article1hasformulatedthesemeasures.Thesesecondmeasuresshallbeappliedtotheexploitation,utilization,conservation,managementandmanagementofwaterresourceswithintheadmin
4、istrativeregionofthismunicipality.Thewaterresourcesreferredtointhisway,includingsurfacewater,groundwaterandwater,reclaimedwater.Surfacewaterreferstoriverwater,lakewaterandreservoirwater;groundwaterreferstowellwater,springwater,mineralwater,geothermalwater,minewater.Thethirdoneuses
5、surfacewaterandgroundwateraccordingtolawtoimplementwatertakingpermissionsystemandpaidusesystem.However,theruralcollectiveeconomicorganizationsandtheirmembersusethewaterinthereservoirsandreservoirsexceptthecollectiveeconomicorganizations.Thefourthgovernmentencouragesunitsandindivid
6、ualstodevelopandutilizewaterresourcesinaccordancewiththelaw.Anyunitorindividualhastheobligationtoprotectwaterresourcesandconservewaterinaccordancewiththelaw.Thefifthmunicipalwateradministrativedepartmentsareresponsiblefortheunifiedmanagementandsupervisionofthewaterresourcesofthewh
7、olecity;thewateradministrativedepartmentsofthecounty(city,district)areresponsiblefortheunifiedmanagementandsupervisionoftheinternalwaterresourceswithintheadministrativeregion.Thewaterresourcesmanagementorganizationofthespringareaisresponsibleforthemanagementandsupervisionofwaterre
