3、nservationlaw"and"QinghaiProvince,theimplementationofthe"People'sRepublicofChinawaterconservationlaw"approach"andotherlawsandregulations,withtheactualcity,theenactmentofthisapproach.Articlesecondcitizens,legalpersonsandotherorganizationswithintheadministrativeareaofthisMunicipalityshallabideb
4、ythestatelawsandregulationsgoverningsoilandwaterconservationandthesemeasures,andallhavetheobligationtoprotectwaterandlandresourcesandpreventsoilerosion.Thethirdsoilandwaterconservationworkshallcarryoutthepolicyofgivingprioritytoprevention,overallplanning,comprehensivemanagement,localcondition
5、s,strengtheningmanagementandpayingattentiontobenefits.Adheretotheprincipleofwhodevelops,whoprotects,whocausessoilerosion,whogoverns,whouses,andwhocompensates.Theadministrativedepartmentsforwateradministrationofthepeople'sgovernmentsofthefourthcities,countiesanddistrictsshallberesponsibleforth
6、eworkofwaterandsoilconservationwithintheirrespectiveadministrativeareasinaccordancewiththeprovisionsofthesemeasures.Thewaterandsoilconservationinstitutionestablishedbythemunicipalorcounty(District)people'sgovernmentortheinstitutiondesignatedbythepeople'sGovernmentmayexercisethefunctionsandpow
