3、nts,unplanneddownsizing,difficultyinattractingnewgenerationstopublicservice,andthechangingnatureofpublicservice.However,thehumanresourcecrisisalsopresentsanopportunitytofundamentallychangethosefeaturesofpublicsectorhumanresourcemanagementpracticesthathavebecomeoutdatedforcontemporaryorganizati

4、onsandpositiongovernmentagenciesforthetwenty-firstcenturybymeaningfullyreformingthecivilservice.Thistransformationwouldrequirepublicsectororganizationstotakeamorestrategicviewofhumanresourcemanagementandtogivegreaterpolicyattentiontohumancapitalissues.IntroductionIn1989,theNationalCommissionon

5、thePublicService(commonlyreferredtoastheVolckerCommission)issuedareportonthestateofpublicservicecharacterizingitasa“quietcrisis,”whichreferredtotheslowweakeningofthepublicserviceinthe1970sand1980s.Thisperiodwasmarkedbylossofpublicconfidenceinitselectedandappointedofficials,heightenedbureaucrat

6、bashingbythemediaandpoliticalcandidates,andadistressedcivilservice.Fordifferentreasons,thequietcrisisofearlierdecadescontinuedthroughthe1990sandispresenttoday.Thecurrentcrisisisbuildingaslargenumbersofgovernmentworkersareexpectedtoretireinthecomingyearsandnotenoughyoungerpeopleareinthepipeline

7、forgovernmentjobs.Addingtothecrisisisunderstaffedgovernmentagencies,askillsimbalance,andalackofwell-trainedsupervisorsandseniorleaders.TheseconcernsarereinforcedbyapreliminaryreportofthesecondNationalCommissiononPublicService(Light,2002
