2、laLumpur,Malaysia,October2009AbstractWithstrongintentiontoenhancetheglobalcompetitivenessoftheirhighereducationsystems,thegovernmentsofSingapore,HongKongandMalaysiahavemadeattemptstodeveloptheirsocietiesintoregionalhubofeducation,hencetransnationaleducationhasbecomeincreasin
3、glypopularinthesesocieties.Inordertoattractmorestudentsfromoverseastostudyintheircountries(orcreatemoreeducationalopportunitiesfortheircitizens),thesegovernmentshaveinvitedforeignuniversitiestosetuptheircampusestoprovidemorehighereducationprogrammes.Inthelastdecade,theprolif
4、erationofhighereducationprovidershasraisedtheconcernsregardingthesearchfornewgovernanceandregulatoryregimesingoverningthegrowingnumberoftransnationaleducationprogrammesintheseAsiansocieties.Thequestforregionalhubofeducationinevitablyleadstonewterrainofgovernance,complexandso
5、metimesconvoluted,whichinvolvesproblemsofcoordination(andaccountabilityandtransparency),especiallywhendealingwithmulti-nationalbusinesses,butwhichcanbringtothestatebenefitsintermsofflexibilities,andformsofflexibilisationandsubstitutionwhicharenotnormallypossibleinadministrat
