2、agedinandbythisveryprocess.Oneadvocateofuniversityfundingoncefamouslyobserved,“Ifyouthinkeducationisexpensive,tryignorance!”Itmightequallybesaid,“Ifyouthinkchangeisuncomfortable,tryclingingtothepast!”Whichistosaythatforhighereducationinstitutions,atleastthosethataspiretotheupper

3、echelonsofperformanceandrecognition,thestatusquoisamirage.Thisisnottoadvancetheideathatallandanychangeisnecessarilyworthwhile.Therecanbechangeforbadaswellaschangeforgood.So,perhapsthegreatestchallengeinformulatingpublicpolicyforhighereducationistofindtherightpathtothefuture.Impo

4、rtantly,thiswillentailprotectingvaluesofscholarlycommunitiesandencouragingnecessaryresourcing;whileatthesametimesimulatingtransformationstoassurestrongandinternationallycompetitiveuniversitiesonintothefuture.TheInstitutionalIntegrationWorkingParty(IIWP)hasapproacheditstask–topro

5、videwithinthehighereducationsectorofHongKongaframeworkforinstitutionstobuildmoreproductiveandcloserworkingrelationships–fromthisperspective.SuchanapproachisallthemoreimportantgiventheparticularcharacterofHongKonganditsaspirationtobetheeducationhuboftheregion.Thiswillnothappenbya

6、ccidentbutonlythroughactivestrategiestoembracechangeswiselychosen.ThespiritofourReport,andtheaccompanyingRecommendations,istoshowhowinstitutionalintegrationofarobustnaturemightbeadvanced.ThereisaroleinthisfortheGovernmentandfortheUniversityGrantsCommittee(UGC);butthecriticalrole

7、istheonetobeplayedbytheinstitutionsthemselves.TheReportdoesnotresilefromgivingencouragement,evendirection,buttheweightisplacedonsolutionsinitiatedbytheinstitutionsthemselves,atleastuntilitbecomesobviousthatthecontinuingsuccessofHongKong’shighereducationsectorrequiresadifferentpu
