2、erecentfailurestoreformtheRussianeconomyindicatethattheapplicationofpoliciesfortheattainmentofeconomicstabilizationwithoutregardtothehistoricalconditionsofaparticularcountry(inthiscaseRussia)mayproducelittlepositiveeffect.Considerationneedstobegivennotonlytoeconomicfactors,suchasthelevelofin
3、dustrialdevelopmentofthecountry,thescientificandtechnicalpotential,andtheamountofeconomicmonopolization,butalsoculturalfactors,suchasthesenseofjustice,historicaltraditions,generalmentality,andthesystemofvalues.Recognizingtheseculturalfactors,thispaperproposesatheoreticalbasetodevelopastrateg
4、yforreforminthesocial-laborspherethatwouldbeadequatetoRussia'scurrentconditions.Inthistheoreticalstudyapresumptionismadethatsocial-laborrelationsinRussiashouldchangeinamannerthatwouldsupportthecreationofapost-industrialsociety.1MethodologyoftheresearchWeassumethatanyapproachtothisproblemough
5、ttobeethical,thatis,itshouldbebasedon,andbeasconsistentaspossible,withtheexperienceofoldergenerationsinmanyfields(e.g.,thedevelopmentofanationaleconomicculture,thepatternofstate-societyrelations,personalrelationships,economichistory,traditionsinsocial-laborrelations,andthevaluesoftheparticip
6、antsinsocial-laborrelations).ThisapproachtakesintoaccounttheuniqueexperienceofRussiansociety.Ourunderstandingoftheproblementailsanapproachwhichissystemic,evolutionaryandethical,namely:1.Forthisstudyofequalnecessityandimportancearesuchspheresofhumanactivitiesaseconomy,politics,culture,andlaw.
