2、ofthisprestigiousInternationalAssociationofEconomicandSocialCouncilsandSimilarInstitutions.Inthe20thcentury,Koreaachievedrapidindustrializationinashortperiodoftime.However,theprocessofrapidindustrializationgavebirthtopoorindustrialrelations.Theauthoritarianregimesofthe1970sand1980sdidnotrecognizet

3、hebasicrightsofworkersandengagedinextensivecrackdownontradeunions.Suchlostworkers'rightshavebeenreinstatedsincethedemocratictransitionin1987,andworkershavebeenabletodecidetheirwageandworkingconditionsthroughcollectivebargaining.However,theoutpourofcollectiveactionsbytheseworkersleftindustrialrelat

4、ionsinKoreaveryconfrontationalinnatureandmadetherelationssomethingthatarebeyondcontrol.TheKimDae-Jungadministrationthatemergedamidsttheeconomiccrisisofthelate1997triedtostabilizeindustrialrelationsbyengagingintripartitesocialdialogue.Animportantbreakthroughwasmadetoovercometheeconomicturmoilwithth

5、eestablishmentoftheKoreaTripartiteCommission(KTC)oflabor,management,andthegovernment,anditsSocialPacttoOvercometheEconomicCrisisonFebruary61998.SincethenKoreahaswitnessedvariouschangesinindustrialrelations.Withtripartitesocialdialoguebecominginstitutionalizedonnationallevel,laborandmanagementarema

6、kingtheirvoiceheardinthegovernment'spublicpolicymaking. 'TheParticipatoryGovernment'ofpresidentRohMoo-Hyunhasalsotriedtoengageinsocialdialogueanddevelopasociallyinclusiveindustrialrelations.Althoughtheresultsfromsuchattemptsareyettomeettheexpectation,hopeisgrowingthatsocialdialoguewouldbecomeactiv
