2、yseriouslynotonlybymanytheorists,butbyactivistspressinggov-ernmentstoimproveallsortsofconditions,andbycourtsdecidingcases’.‘Chargesofhumanrightsviolationshaveweight’Heldnotes.Theyaretakenseriouslybygovern-mentsaroundtheworld;theycan‘cutreputationsandinfluence,andactuallyaffectac

3、tionsandpolicies’.Inshort,humanrightsclaimsareveryweightyandhumanrightsviolationsareveryserious.However,despitethesepositiveopeningcomments,Heldis,intheend,doubtfulaboutthevalueofhumanrightsasawayofaddressingthemostseriousandpressingproblemsofthemodernworld.Shenotesthefragilityo

4、fourallegedprogress,par-ticularlyintheareaofsocialandeconomic(positive)rights,andasks‘howmuchisachievedbydeclaringthatallpersonshaverightstoadequatefoodandhealthcareandsecurityandeducation’.2Moregenerally,sheisconcernedthatanemphasisonrightsandjusticemaycomeattheexpenseofothermo
