5、duallyoccupiedbyPortugalafterthemid-16thcentury.On13April1987，theChineseandPortugueseGovernmentssignedtheJointDeclarationontheQuestionofMacao，affirmingthattheGovernmentofthePeople'sRepublicofChinawillresumetheexerciseofsovereigntyoverMacaowitheffectfrom20December1999，thusfulfillingthelon

6、g-cherishedcommonaspirationoftheChinesepeoplefortherecoveryofMacao.Upholdingnationalunityandterritorialintegrity，contributingtosocialstabilityandeconomicdevelopment，andtakingaccountofitshistoryandrealities，thePeople'sRepublicofChinahasdecidedthatuponChina'sresumptionoftheexerciseofsovere

7、igntyoverMacao，aMacaoSpecialAdministrativeRegionwillbeestablishedinaccordancewiththeprovisionsofArticle31oftheConstitutionofthePeople'sRepublicofChina，andthatundertheprincipleof“onecountry，twosystems”，thesocialistsystemandpolicieswillnotbepractisedinMacao.Thebasicpolicies
