6、sofalmosteverykind,includingpoorconceptionandmuddledexecutionofthestepsneededtomakethesystemwork,accordingtooutsidereviewsandinterviewswithpeopleinvolvedintheproject.ButtheproblemswerenottheFBI'salone.Becauseofanopen-endedcontractwithfewsafeguards,SA
7、ICreapedmorethan$100millionastheprojectbecamebiggerandmorecomplicated,eventhoughitssoftwareneverworkedproperly.Thecompanycontinuedtomeetthebureau'srequests,acceptingpaymentsdespiteclearsignsthattheFBI'sapproachtotheprojectwasbadlyflawed,accordingtope
