5、ority(DPA).TheCorruptionPreventionDepartmenthasreviewedthedirectpurchaseproceduresandpracticesinanumberofdepartmentsandthefindingsshowedthatthereisingeneralinadequatecontrolandmonitoringindirectprocurementactivities.ThisguideisintendedtosupplementtheSto

6、resandProcurementRegulations(SPR)andtherelevantcirculars,whichstipulatetheregulatoryframeworkforpurchases(overspecifiedfinanciallimits)byopentenderandprocurementofgoodsandservicesuptothedepartmentalDPAlimit.DepartmentalUndertheSPR,theresponsibilityforma

7、nagingDPAControlactivitieslieswiththedepartmentsthemselves.Forthispurpose,theSPRrequiretheControllingOfficer(i.e.theheadofdepartment)toappointaDepartmentalStoresManager(DSM)toassisthiminsupervisingstoresandprocurementmatters.Ingeneral,theControllingOffi

8、cershouldappointaSeniorSuppliersOfficeroranofficeroftheequivalentrankastheDSM.UndertheSPR,theDSMistheoverallinchargeofthedepartment’sstoreandprocurementactivities.Hisresponsibilitiesincludemanagingthestores,ensuringthattheprocure
