3、ngroleamongtherangeofsourcesusedbyHSEtoassesstheprogresstowardsgovernmenttargetssetforhealthandsafetyatwork.Inadvanceofthemainsurvey,BMRBhasbeencommissionedtoconducta‘DressRehearsal’ofthemainsurveytotestthisinnovativeandchallengingapproach.Separatereports(processandtechnicalreports)havebeenpr

4、oduceddescribingBMRB’sexperienceoftheDressRehearsal.BMRBhasalsobeencommissionedtoconductstandalonesurveysofemployersandemployeesinordertotestthequestionnairesandtoprovidebaselinedatainadvanceofthemainsurvey.Thisreportprovidesthetechnicalbackgroundtotheemployers’standalonesurvey.Thereportcover

5、sthefollowingareas-asummaryofthesurveymethod,selectingsample,responserate,weightingprocedureanddefinitionofvariables.Thesamplespecificationandcode-framesareincludedinappendices.ThisreportandtheworkitdescribeswerefundedbytheHealthandSafetyExecutive(HSE).Itscontents,includinganyopinionsand/orco

6、nclusionsexpressed,arethoseoftheauthorsaloneanddonotnecessarilyreflectHSEpolicy.iiEXECUTIVESUMMARYThisreportprovidesthetechnicalbackgroundtotheemployers’standalonesurvey.Insummary:SampleSamplewasdrawnfromtheInter-DepartmentalBusinessRegister(IDBR)andincludedlocalunitswithfiveormoreemployees.T

7、heIDBRsamplecontainedonly8%ofrecordswithtelephonenumbers.BMRBconductedtwostagesofnumberlook-upand81%oftelephonenumberswerefound.SampleBuildingSurveyTherequiredrespondentforthesurveywasthepersonresponsiblefordaytodayhealthandsafetyatthespecifi
