4、ealwaysbeenonthesideofpermitting,evenfacilitating,suchtesting.Ifachildofanycolororgroupisdoingpoorlyinschool,itseemstousveryimportanttoknowwhetheritisbecauseheorsheisoflowintelligence,orwhethersomeotherfactoristhecause.Whatschoolandfamilycandotoimprovepoor
5、performanceisinfluencedbyitscause.Itisnotdiscriminativetoevaluateeitherachild'sphysicalconditionorhisintellectuallevel.Unfortunately,intellectuallevelseemstobeasensitivesubject,andwhatthelawallowsustodovariesfromtimetotime.Thesamefluctuationbackandforthocc
6、ursinareasotherthanintelligence.Thirtyyearsorsoago,forinstance,whitefamilieswereencouragedtoadoptblackchildren.Itwasconsidereddiscriminativenottodoso.Andthenthestylechangedandthiscross-racialadoptingbecamegenerallyunpopular,andsocialagenciesfeltthatblackch
