1、摘要大洼县是联结辽南、辽西与辽中三大经济板块的重要节点，与辽宁省内各大城市构成“2小时经济圈”，是东北地区对外开放的最前沿。近几年来，大洼县委、县政府根据党中央的部署，审时度势，决定用全新的理念，解决好农业、农村和农民问题，通过土地整理，实现大洼县城镇战略，在土地投放、基础设施建设、政策资金、项目安排等方面将得到重点扶持与优先保障。对大洼的城市建设提出了更高的要求，城市基础设施投入加大，建设步伐加快，使大洼县的城市建设达到新高度，实现新跨越。论文针对大洼县土地整理项目现状及大洼县农业发展银行经营发展和土地整理项目贷款的实际，综合运用土
2、地经济学、投资管理学、贷款业务风险管控等理论知识，通过调查研究、综合分析、逻辑推演等方法，对大洼县土地整理项目贷款可能存在的风险进行了深入分析，结合实际提出了具体可行的风险防控措施，为此项目贷款的全过程受控提供了方法支持。论文分析得出的大洼县土地整理项目贷款风险已经被大洼县农发行作为贷款审批的重要参考，各项风险防控措施也正在实施，目前效果良好，很好地支持了大洼县土地整理项目的开展，也为大洼县农业发展银行防控经营管理风险、进一步做大做强起到了良好作用，对后续土地整理项目贷款也提供了有益的参考和借鉴。关键词：信贷关系，农发行，土地整理，风
