3、gtoohigh、rangeofexpenditureproblems、administrativefundsgrowingtoofastandmanyotherissues.Localfiscalexpenditureasanimportantbasisforthedevelopmentoflocaleconomyandsociety,notonlyhavingasignificantinfluencetothelocalpublicutilities、infrastructureconstruction、industrialstructureadjustment,butals
4、ohavinganimportantroleineconomicandsocialdevelopmentofthecountry.Therefore,localfiscalexpenditureproblemhasalwaysbeenthefocusofattentionofscholarsathomeandabroadforalongtime.Especiallyintoday'ssociety,industrialproductiongrowsslow,tradeandinvestmentgrowsslow,theglobaleconomicslowdown.Research
