2、中具有十分重要的战略地位。近年来，湖北烟叶生产在众多因素的影响下表现出的规模不稳、特色不明、活力不足、信誉不高等等问题，已经成为了既困扰烟叶生产本身的健康发展，又在一定程度上影响着整个湖北烟草工业、商业发展的瓶颈因素。本文结合湖北烟叶生产发展的实际，探讨了当前湖北烟叶发展面临的主要问题、难题及其原因所在，同时针对问题和难题，本文从加大湖北烟叶生产基础设施建设和烟叶生产的机械化力度、推进烟叶生产精益管理、提高烟叶生产的规范化水平、加强烟叶生产组织形式创新、以科技创新促进湖北烟叶生产质量水平等多个视角，提出了发展湖北烟叶产业的若干对策和建议，并论述了如何营造烟叶发展环境、
