2、ementmodeisgraduallyintroducedintoourcountry,andmoreandmoreprojectsadoptthemanagementmodeinthelinewihttheinternationalones.Chinaistheworld'smajorhydropower,andChinaisaveryfewcountryintheworldbyholdingthehugenumbersofpowerplantesandthelargesizeoftheinstalledcapatity.Espec
3、iallyinrecentyears,therapiddevelopmentofhydropowerisbeyondpeople'sexpectations.Overall,thereformofChina'shydropowerconstructionmanagementmodeconfirmsthedevelopmentofChina'sprojectmanagementmode.Atpresent,China'shydropowerdevelopmentandmanagementmodeisthetraditionalDBBmod
4、elmostly,whichmeanstheownersidentifytheirrespectivecontractorsofthedesign,constructionandsupervisionthroughopentendering.Theownerswillmanageandcontrolwholeunits,andurgethecontractorstocompletetheirrespectivetasks.Butwiththereformofthenationalelectricpowersystemandstate-o
5、wnedenterpriserestructuring,thedomesticwaterandelectricitydesign,construction,andsupervisionunitsarealmostcontrolledbytwolargegroups,whichhasagreatimpactontheexistingtraditionalengineeringcontractmanagementmode.Acompanyastheownerofhydropowerdevelopmentcompany,isresponsib
6、leforthehydropowerdevelopmentoftheYalongRiverbasin.Atpresent,whilethedevelopmentoftheYalongRiverDownstreamAreahasbeenalmostcompleted,theAcompanyisdevelopingupperandmiddlereachesoftheriver.However,withtheincreasingcostofhydropowerconstructionlaborcosts,environmentalcosts,
7、landacquisition&immigrationcost,ifAcompanytakingthetraditionalDBBmodelinthefollowingdevelopmentunits,itwillhaveagreatimpactontheeconomyofpowerplantconstruction,andcannottakeadvantageof“OneRiver,OneSubject”,butincreasethemanagementcost.Basedontheabove,thispaperfirsttakesA
