2、acilityenvironment.Notonlycantheproblemsofdomesticflightdelaynotbesolved,butalsoitislikelytobedeterioratedfurtherduetounevencitizenquality,insufficientpublicityandpopularizationofaerospaceknowledge,deficiencyofstrategictheoryresearchforthedevelopmentofcivilaviationindustryandtheincreaseofextreme
3、weather,etc.SincetheoperationinJune2012,KunmingChangshuiInternationalAirport,whichisahubairportofSoutheastAsiaandSouthAsiaandthecountriesofEuropeandAsia,hasalotofflightdelaysduetotheobjectivereality,i.e.theextremeweatherinthelocationoftheairport,andtheimperfectconstructionoftheairport,wherein,th
4、eeventssuchas“occupationoftheairport”,“refusaltoleavetheairport”,impactingtherunwayandeven“acheatofspreadingfalseterrorisminformationintheairport”notonlyaggravatetheinfluenceofflightdelaybutalsobringabouthugepressuretothepublicmanagementandsocialsecurity,whichcausehugelossesofchangshuiairport,Ku
5、nmingCityandthedevelopmentofrelevantindustriesofYunnanProvince,stronglyshockthereputationofChangshuiairportandKunmingCityanddamagethegoodimpressiononYunnanandKunmingCityofmanypeopleformanyyears.ThispaperanalyzesthereasonsfortheflightdelayofKunmingChangshuiInternationalAirportfromfiveaspects,i.e.
6、governmentalelements,airport,airlinecompany,naturalfactorsandpassengers,andthenputsforwardseveralcountermeasures,suchasacceleratingreformationofairtrafficcontrolmechanism,transformationofgovernmentfuctions,strengtheningtheconstructionofsystemandmechanism,strengtheningtheconstructionofintelligent
