1、ABSTRACTWiththedevelopmentofeconomicglobalization,smallandmedium-sizedenterpriseshavebecometheworldwideproblems,andthegovernmentshaverealizedtheimportantroleofsmallandmedium-sizedenterprisesineconomicdevelopment.Japanattachesimportancetothedevelopmentofsmallandmedium-sizedenterprises

2、inparticular.Asthesmallandmedium-sizedenterprisesarenumerous,Japanesegovernmentprovidesalotofsupportinlaw,policyandfundinginordertopromotethedevelopmentofthem.Inrecentyears,smallandmedium-sizedenterprisesdevelopquicklyinourcountry,promotingthedevelopmentofmarketeconomyandsocialstabil

3、ity.Ontheonehand,smallandmedium-sizedenterprisesprovideagoodexternalenvironmentforthetransformationoflargeenterprises.Ontheotherhand,thesmallandmedium-sizedenterprisescansolvetheemploymentproblemofourcountryeffectively.Theroleofthesmallandmedium-sizedenterprisesisindisputable.Butthee

4、mphasisonthesmallandmedium-sizedenterprisesisnotenough，guaranteeinsuranceisstillinthepilotstage,soourcountryhasnotestablishedaperfectoperationmechanism,whichseriouslyaffectsthedevelopmentoftheloanguaranteeinsurance.Sothispaperwillstudyhowtosetupandimprovetheoperationmechanismofloangu

5、aranteeinsuranceforsmallandmedium-sizedenterpriseswithforeignsuccessfulexperience.Throughthestudyofforeignguaranteeinsuranceforsmallandmedium-sizedenterprises'loan,theprocessisasfollows:enterprisesapplyforguaranteetoinsuranceinstitutions,insuranceinstitutionsreviewtotheenterprisesand
