3、hallbevestedinaCongressoftheUnitedStates,whichshallconsistofaSenateandHouseofRepresentatives.Section.2.TheHouseofRepresentativesshallbecomposedofMemberschoseneverysecondYearbythePeopleoftheseveralStates,andtheElectorsineachStateshallhavetheQualificationsrequisiteforElectors
4、ofthemostnumerousBranchoftheStateLegislature.NoPersonshallbeaRepresentativewhoshallnothaveattainedtotheAgeoftwentyfiveYears,andbeensevenYearsaCitizenoftheUnitedStates,andwhoshallnot,whenelected,beanInhabitantofthatStateinwhichheshallbechosen.RepresentativesanddirectTaxessha
5、llbeapportionedamongtheseveralStateswhichmaybeincludedwithinthisUnion,accordingtotheirrespectiveNumbers,whichshallbedeterminedbyaddingtothewholeNumberoffreePersons,includingthoseboundtoServiceforaTermofYears,andexcludingIndiansnottaxed,threefifthsofallotherPersons.Theactual
6、EnumerationshallbemadewithinthreeYearsafterthefirstMeetingoftheCongressoftheUnitedStates,andwithineverysubsequentTermoftenYears,insuchMannerastheyshallbyLawdirect.TheNumberofRepresentativesshallnotexceedoneforeverythirtyThousand,buteachStateshallhaveatLeastoneRepresentative
