3、establishthisConstitutionfortheUnitedStatesofAmerica.ArticleISection1.AlllegislativepowershereingrantedshallbevestedinaCongressoftheUnitedStates,whichshallconsistofaSenateandHouseofRepresentatives.Section2.TheHouseofRepresentativesshallbecomposedofmemberschosen
4、everysecondyearbythepeopleoftheseveralstates,andtheelectorsineachstateshallhavethequalificationsrequisiteforelectorsofthemostnumerousbranchofthestatelegislature.NopersonshallbeaRepresentativewhoshallnothaveattainedtotheageoftwentyfiveyears,andbeensevenyearsacit
5、izenoftheUnitedStates,andwhoshallnot,whenelected,beaninhabitantofthatstateinwhichheshallbechosen.Representativesanddirecttaxesshallbeapportionedamongtheseveralstateswhichmaybeincludedwithinthisunion,accordingtotheirrespectivenumbers,whichshallbedeterminedbyaddi
6、ngtothewholenumberoffreepersons,includingthoseboundtoserviceforatermofyears,andexcludingIndiansnottaxed,threefifthsofallotherPersons.TheactualEnumerationshallbemadewithinthreeyearsafterthefirstmeetingoftheCongressoftheUnitedStates,andwithineverysubsequenttermof
