2、3).Overthepast20yearscoastalareashaveexperiencedsignificantincreasesindevelopment,population,andtourism.Thecoastline’providesthehighestproportionofrecreationalandtourismopportunitiesinAustraliaandhasbeendeemedpricelessnationaltreasure’’(RAC1993citedinBarker2002:1).Similartoother
3、formsofdevelopment,tourismdevelopmentoccursinanenvironmentwherediverseinterestscompeteforcontrolofscarceresources.Thiscompetitionfor,andconsumptionofresourcesrepresentthepoliticsoftourism’(Fallon2001:481).Landuseandtheconflictoverwhetherandwheredevelopmentisappropriateasinthecas
4、eoftheMaud’sLandingProposal(thecasestudyarea)‘constitutethepoliticalandeconomicessenceofanylocalitywithlocalcommunitiesexistingasaggregatesofland-basedinterest’(Molotch1976citedinMadrigal1995:87).ThusasLiu(1994:20)arguestourismdevelopmentisadynamicprocesswhichoccursinaneverchang
5、ingenvironmentandisablendofeconomic,political,cultural,technologicalandgeographicalrealitiesandevents.Itinvolvesawiderangeofactors,publicandprivateandnon-profit,atvariouslevels(e.g.local,regional,nationalandinternational)withdiverseinterests,rolesandresponsibilities(Pearce1991:5
6、5).Theprocessoftourismdevelopment,policymakingandplanningthusinvolvesthevaluesofindividuals,groups,organizations,governments(Hall&Jenkins1995:33,66).Publicpoliciesarethereforearepresentationofvaluechoices.Theimpactsofvaluesonpublicpoliciesoccuratnumerouslevelsofanalysisandthroug
