2、在扑救火灾和抢险救援的过程中发挥了重大作用，有效地保卫人民生命和财产安全。然而与此同时，火灾、爆炸、泄漏、倒塌、交通事故和化学灾害事故日趋增多，风灾、洪涝、海潮等自然灾害的破坏性日趋增大，反恐、处置突发事件等保卫任务日趋艰巨，灭火救援和消防保卫工作面临严峻的考验。本课题通过对我国消防特勤队伍现状的研究，分析了我国消防特勤队伍面临的新形势、新任务和存在的问题，结合国外消防特勤队伍的建设情况，就如何建设专业化消防特勤队伍，提升消防特勤队伍专业化作战水平，提出了初步设想和对策。主要包括：建立一支网络化社会应急救援队伍；增强消防特勤队伍的装备建设；强化消防特勤专业训练，
