2、intoeitherofthesecategories,andtheyprobablyneverwillÐbutmanymanagersofthesecitieswouldlikethemto.Someofthesecitiesfindthemselvesinterpretedinsteadthroughthelensofdevelopmentalism,anapproachwhichbroadlyunderstandstheseplacestobelackinginthequalitiesofcity-ness,andwhich
3、isconcernedtoimprovecapacitiesofgovernance,serviceprovisionandproductivity.Suchanapproachsupportssomeofthemorealarmistresponsestomega-cities,whicharemorecommonlyidentifiedinpoorercountries.Butformanysmallercities,eventhecategorymega-cityisirrelevant.Myconcernsinthisar
4、ticleextendbeyondthepoorfitofthesepopularcategories,though.IwouldliketosuggestthatthesewidelycirculatingapproachestocontemporaryurbanizationÐglobalandworldcities,togetherwiththepersistentuseofthecategory`third-worldcity'Ðimposesubstantiallimitationsonimaginingorplanni
5、ngthefuturesofcitiesaroundtheworld.Partoftheadverseworldlyimpactoftheseurbantheoriesis,Iargue,aconsequenceofthegeographicaldivisionofurbanstudiesbetweenurbantheory,broadlyfocusedontheWest,anddevelopmentstudies,focusedonplacesthatwereoncecalled`third-worldcities'.Thisd
6、ivisionmightsimplybeaninnocentacknowledgementofdifference(Szelenyi,1996).However,apartfromthevalue-ladenhistoricalmeaningofthesecategoricalascriptions,thepersistentalignmentofa`theory'/`development'dualismwith1the`West'/`thirdworld'divisioninurbanstudies,suggestsother
7、wise.Oneoftheconsequencesoftheseoverlappingdualisms,isthatunderstandingsofcity-nesshavecometorestonthe(usuallyunstated)experiencesofarelativelysmallgroupof(mostlywestern)cities,andcitiesoutsideoftheWestareassessedintermsofthispre-given*Ishouldliketothankpeoplewhoatten
