2、增加以及基础设施建设规模的不断扩大，仅仅依靠政府财政资金的投入很难满足基础设施的建设需求，并且一些政府机构在基础设施项目的建设和运营上述存在投入高、效率低的问题。基础设施民营化可以将市场竞争机制引入基础设施领域，一方面可以缓解政府财政的投资压力，另一方面也可以大大提高基础设施项0的建设和运营效率。BT融资模式是基础设施民营化的一种具体操作方式，它由BOT融资模式演变而来。本文首先描述了BT融资模式的概念、基本特征、运行程序，并就BT融资模式的具体运作方式以及在我国的应用现状进行了阐述，同时也指出了当前BT模式在我

3、国应用过程中存在的问题；木文重点对BT项目投资方在项目融资阶段、建设阶段和回购阶段面临的风险进行了描述和分析，如利率风险、成本超支风险以及政府信用风险等，并对相关的风险评价方法进行了分析，就项口投资方如何有效降低和规避风险提出了合理化建议；最后本文运用BT项目模糊风险综合评价方法和构建BT项目总体风险评价模型的方法，对BT项目在实际操作中的投资风险进行评价，为BT项目投资方做出最终的投资决策以及在项目运作过程中合理应对风险奠定了基础。关键词：基础设施BT融资模式项目融资风险评估AbstractNowdays,th
