3、naworldwidebasis.ThePlenaryAssemblyofCCITTwhichmeetseveryfouryears,establishesthetopicsforstudyandapprovesRecommendationspreparedbyitsStudyGroups.TheapprovalofRecommendationsbythemembersofCCITTbetweenPlenaryAssembliesiscoveredbytheprocedurelaiddowninCCITTResolutionNo.2(M
