1、摘要广东省凭借其特殊的地理位置和中央赋予的政策优势，已经成为中国经济增长最快、对外贸易最发达、投资环境最具吸引力的地区之一。在广东经济发展过程中，基础建设起到了重要的支撑作用，其中广东航道功不可抹。航道管理养护是一个复杂的系统工程，不仅技术性强、牵涉面广，还兼有准公共产品的特点。对其进行深入的制度分析比较研究，对于推进航道系统的发展有重要的现实意义。本文旨在为广东省航道部门寻求更科学合理的管理与养护体制，解决内河航道建设、管理与养护中的相关问题，节约社会成本，增加经济效益，以安全、便捷的航运物流为

2、国民经济的发展提供保障。本文由航道管理体制的历史沿革入手，对广东省航道系统作全面深入的研究，认为管养体制存在改革的必要性；然后从比较制度分析的角度探讨国外典型国家的航道管养体制的特色，为广东省航道系统体制的演变发展提供历史的、科学的借鉴；在针对改革的目标提出两种可能的改革方案之后，尝试用博弈论与新制度经济学的相关知识分析利益相关者博弈下的制度变迁，通过定性评价两种方案的优缺点，建立数理模型定量比较两者的实施成本，得到了现阶段广东省航道体制应该选择管理与养护内部分离的结论。关键词：广东省航道管理养护
